A RFP usually comes before a study is done and a study is not a program!
Your claims of the cancellation of a manned Mars Program are fallacious. There has never been a USA/NASA manned Mars Program. And you claims seem to be evolving to fit reality, because you claimed this cancellation came in 1964 not 1972 before. But as I have pointed out before there never was a manned Mars Program, just studies and there are tons of them after 1972!
Anyway you are attributing causation to events not directly related to each other.
