Everything is different. Before 911, the policy was generally to think of terror attack as "political speech". Since the purpose of this global terror network is to impose an unacceptable society upon us, it's not about trying to achieve freedom but quite the opposite. We can't have a policy of letting them live whatever life they choose, because they want to interfere with our life. Our freedom is seen as a threat to these idiots. So these idiots are going to die or they are going to change their minds. In other words we at at war with them. It's a war to defend our values and culture- "our values and culture" being the generally accepted ethics and moral of the civilized world- this could described as human rights- freedom of speech, freedom to express political will, women rights, Rule of Law, etc.
