Well, I doubt it would do much to them- the power density is less than that of a laser pointer, but it does bring up an interesting question:

We submit a list of targets to space command and they tell us when to shutter, but if a satellite of an unfriendly nation is projected to be near the beam would they still tell us to shut off the laser at that time?
