re: If lightspeed is merely a proportionality constant between matter and energy

Then why does it change when passing though different materials? If the speed of light is less in a more dense material, what are the algebraic consequences, if any? Does matter contain less energy in certain chemical configurations? If this doesn't make sense physically, could it be manifested physically due to mathematics? If atomic bonds were affected by chemical bonds, could this be a mechanism for the interconversion of matter and energy?
