re: "Black box" thought experiment

Suppose we have a black box floating in space. We observe that the speed of light outside the box is the same as a vacuum, 299,792,458 m/s. However when light passes though the box, it emerges late, and with the distance covered is measured to be only 199,861,638 m/s. Somehow the speed of light decreases in this volume of *space*. What are the laws of physics in this closed-bounded mini-universe?
