Things have changed.

Things have changed. But you know how I love to play devil's advocate.

Our enemies now crouch in the bush and bury land mines in dirt roads, or they attack our computer systems with malware pioneered by our own adolescent youth.

Sure, you have to worry about the Chinese and the Iranians and the Russians, too. But I wonder if the decisions we make on how to divide up our R&D budget are being made by men who are more concerned about who they'll be working for after they've retired.

And how much money are we spending to try and find out why we have more GIs dying of suicide than through enemy action, or why the incidence of rape is rising so fast in our armed forces?

It isn't a question of either/or. Its a question of optimizing our return on investment and efficient assignment of resources.
