I really don't see much use for this type of hypersonic weapon for our side, but I do see why our potential rivals might have a lot of interest in developing one of their own.
A weapon like this, numerous, small, super-high speed projectiles loaded with a simple 1 kiloton conventional HE warhead would be the ideal weapon to use against a high value, heavily defended target...like an aircraft carrier. One hit would severely damage a bird farm. Two would disable it. Three would destroy it, or make it vulnerable or helpless to more conventional arms. It doesn't make much sense using this weapon against anything else.
What we really should be developing is defenses against this weapon. Nobody but us has a maritime strategy based on carrier battle groups or helicopter assault ship task forces.
