In Democracy, the authority rests with the people. In Communism authority rests with the state.
The reason Communism is dangerous, is that the state, once given the authority, has the force necessary to make certain that there is no going back. Thus Communism virtually ensures tyranny.
(Note: You are free to disagree...But what would happen to someone who made the above statement in North Korea)
