What the report seems to say, to oversimplify, is that there's a hell of a lot going on in Iraq. There's good news, and there's bad news. We are running into trouble in some places, but our people on the ground can handle it, and are adapting in real time to changed situations. Our military is engaged, not just driving randomly down roads being blown up. We are actively working with a LOT of Iraqis. We are vulnerable to certain events. Certain things need more attention. We have to learn to deal with new attack techniques. And we can, because we have.
And that's only some of it.
In other words, we are trying to pacify and rebuild an entire country. It's not something easily done, and it involves a lot of activity.
The report is not something that can be digested in five minutes. Or even an hour. I've only read it over once myself, which is why I don't feel I can supply anything deeper than the above for analysis.
But if you just read the Post story, or Don's quote of it, the entire story would be:
--CIA Finds No Evidence Hussein Sought to Arm Terrorists (the headline, in bold type. Pretty much all Don read, I guess)
--No evidence has turned up of a facility to use nuclear equipment ordered after 1999 (ordered for what??)
--No evidence of chemical weapons production, although some work on biologicals (don't they count?)
You're nine paragraphs into the story before any other subject even comes up.
