Here's a local example from my world. Being a government contractor, I need to wear badges to show that I'm allowed to go into certain areas and not into other areas. OK. I have a badge from my company, a badge from Peterson AFB, an SCI clearance badge, and a badge for the building where I work. I also have to have a CAC card that serves as both a photo ID and as an encryption device (when it works).
Recently, the Peterson complex decided to replace their badges with new proximity cards. Only, before we can get those badges, we contractors have to get issued a contractor badge first. Only, they don't have the facilities or staff to issue those cards, so the implementation date keeps getting pushed back. Every time they do something like this (all too often), we spend hundreds of dollars on wasted labor per person trying to jump through the absurd bureaucratic hoops, all the while listening to the bureaucrats complaining how shorthanded and underfunded they are to meet the idiotic demands that they place on everyone. And this is just one example - it took over $500 in labor to get a freaking email account.

Bureaucratic absurdity is a universal constant
