I see this as good news. I don't think the purpose of going to the Moon should be to build a lunar base. Rather the govt purpose should be to determine whether there is minable water deposits. If there is commerically minable water, that will affect future lunar projects and more importantly affect how we approach space development in general.
There are, of course, other science goals and other resources which may be related to lunar exploration. How they approach all this will be important, and I don't have enough information to comment on it, but one thing I'm happy about is that the initial focus seems to not be building some base.
