If you call ESA's piggy-backing some experiments on a failed Russian mission in '96 "experience" then fine. But is it an "economy of scale"? Hardly.

If you call ESA's piggy-backing some experiments on a failed Russian mission in '96 "experience" then fine. It's hardly the kind of "economy of scale" that NASA has achieved with the well over half a dozen missions sent to Mars since then, though. Having said that, I'd like nothing better than to see ALL FOUR upcoming Mars missions succeed (especially Nozomi, so that maybe the North Koreans will think of a new place at which to point their launching capabilities).
