The law is quite clear on the subject, you can't offer a quid pro quo. Admittedly people go close to this sometimes but this is a clear case of criminality according to reports.

Of course mere criminality has never been held against the Bushes. We all know that the top people in the administration know who outed Plame so they should all be liable to jail for 5 years.

We all know Rush violated the law and should be in jail for a long time, right wingers try and twist it though because they think he should be above the law too.

We all know Bush used insider information to sell his shares but since the Bushes are above the law he got away with it.

The Republican Party stands for corrupt politicians. Why not just admit it, these arguments aren't fooling anyone.
