In this film they proposed a world of nearly perfect genetic manipulation with extremes in the social context. It seldom really happens that way.
The whole idea of eugenics should make anyone nervous but having no religious scruples to deal with I like the idea of improving humanity, if it goes forward under the doctrine of "first do no harm".
Certain things about the world of Gattica were very attractive but the social implications were horrendous. The problem will be attaining the technological reliability without creating a generation of freaks and monsters. I would predict that there would never be restictions on unaltered humans competing. It is all at least hundreds of years ahead of us imo.
Unfortunately, the experimentation can be done privately and criminal mistakes happen
