The answer is to audit random boxes of receipts and show they have the same totals as the electronic counting. I do agree though that paper ballots would be preferable.
As to the so called Gore Gambit causing this it is absurd. The vast majority of law professors say that the Democrats did nothing wrong and the Republicans fiddled the election. They also conclude the Supreme Court was wrong to award the elelction to Bush. In terms of actual law and not fantasy the Republicans corruptly won the election.
Try reading a good book on the subject, like the ones by Bugliosi and Dershowitz. The only fair way to resolve the situation would have been a statewide recount of overvotes and undervotes and Gore would have won by 20,000 votes. The judge was about to order this when the Scalia Five thre the election to Bush.
Add to that the ones corruptly taken off the ballot by Jeb's cronies, accusing people of being criminals. And then there's the military ballots which were counted while incorrectly filled out. Even so in the newspaper recounts Gore won anyway.
The whole Florida caper was a world wide shame for the Republicans. It's absurd to state otherwise. The whole thing has been extensively analysed by law professionals and it's quite clear the Supreme Court decision was without any legal basis, probably the worst decision in the history of the court, and they were so ashamed of it they specifically stated it was worthless to be for any future precedent.
