I assume by your flip heading that you are absolutely confident that no American radical group would do something like this. I hope you're right. As for the legal precedents, it would be pretty hard not to define Americans sending cash to the Baathist guerillas as giving aid to an enemy. The saving grace for the Germans is that they are not at war with Iraq.
