While everyone is cheering for "diplomacy," I suspect that seeing a defeated Saddam hauled out of his hole and dragged off to prison made a considerable impression on Gadhafi.
Libya initiated negotiations last March. By coincidence, of course.
We will see if his cooperation with inspectors and the like is real. It's easy to see when a disarming nation is really cooperating or not. South Africa was a textbook case of a nation which was seriously cooperating with the U.N. in disarmament efforts. Iraq was the opposite.
