P.S. The Carrot
Heard a few pronouncements from Bush today implying that many goodies await those like Libya who join the disarmament crowd. If Libya seriously cooperates with the U.N. (like South Africa did), this kind of reward (trade, grants, etc.) would be appropriate, and would make almost (but not quite) as big an impression on the holdouts as the Marines. Particularly poverty-stricken ones like North Korea.
