All the networks do it as well, and if you ever watched "C" band, you see it all the time...
The networks generally use a different transponder for the feeds. It appears, NASA TV uses their "main" transponder for feeds in "off hours"...
This morning, the MER Program manager was on NBC, CNN, FOX, & CBS and you saw him giving the same answers to questions you couldn't hear... (But when you put on the proper network, the interview made sense)
