Exercise for the student: go the the Bureau of Labor Statistics site and plug the number of discouraged workers into previous unemployment rates and see what happens. Hint: it adds at least two points to even the best months, and in January of 1994, it would have raised the 6.6 percent level to 7.1 percent.
