Hasn't Paul Allen spent MUCH more than the $10 million X Prize on Scaled Composites? My point is that if homesteading rights and tax incentives were also attached to Mars prize pursuits, I bet we'd see plenty of billionaires (and the world has several hundred) realize that space is worthy of their capitalistic philanthropy. There's also Wall Street... As the Cato Institute says, when folks are spending their OWN money instead of others' tax dollars, costs come down. And that's an UNDERSTATEMENT.
