NASA finds lunar ice. Says, "ok ready for aggressive mars program. Somebody sell us some fuel at luna. Somebody? Anybody? Hello? Is this thing on?"

I really don't see commercial interests doing their own space program on the off chance that they might be able to sell something to NASA if congress will let NASA buy any, by the time it's available.

I could be wrong.
