Correction: Boeing did (with constant NASA oversight and involvement, and a little help from the Air Farce range safety pukes).

Our engineering people were involved in every step of Delta II vehicle processing and test data analysis. I built graphical TM displays for our launch consoles. Our engineering people sat on console and provided go-no go calls to the NASA chief engineer. The only thing the Air Farce did was make sure we didn't dump the rocket on anyone's head.
