Basically, we will be paying for new stuff by scrapping the Shuttle. Note that robotic missions fall under "exploration."
Note that the total cost is planned to be not much more than the NASA budget would have been otherwise, a point that escapes a lot of people. Andrew Sullivan talks like Bush is adding $170 billion to the budget.
