ISS inclination & VASIMR
I always thought that ISS would be a great test bed for a prototype VASIMR engine
Run the puppy for several months and with its high ISP I'm sure you could do the plane change trick to 28 degrees
Yes, I know that ISS was not designed for even a 0.01g environment
Same trick with a next gen ion engine except that the timeframe would be several years with its ultra low thrust
