Is the key piece of space infrastructure you are looking for that a Mars program would not build a tram launch system on the Moon? I'm not sure that's the right term. I mean the scenario where a rail system and some motive force is used in combination with the Moons low gravity to launch materials into orbit. I believe the top choice for motive force is some form of magnetism. I don't know much about such plans, but I do have some basic concerns about the relative merits of such a system. I have a lot to say on that issue, but there is no point if that is not your major gripe with a set Mars as the goal approach in terms of infrastructure development. I know you have other issues as well.
