Along the lines of French defense in the Carribean, I've been to Guadeloupe. Both Guadeloupe and Martinique are French historical islands and may still be protectorates. The F govt provides good schooling and access to France. Nice islands. Safe from rampant crime and unrest. The people are pleasent and wonderful even though their language is incomprehensible to normal humans.
