C3 is always a concern. However for a mass produced MER approach, one would not use a Delta-2. A better approach would be an Atlas-V with 4 MERs stacked under one fairing (12 MERs launched with 3 Atlas-Vs). Atlas-V has a significanlty higher C3 than Delta-2.
