It will be addressed, maybe obliquely, but addressed. Possibly obliquely -
"Contracts signed by The Provisional Council supercede all previous agreements and will be honored by any and all subsequent governmental authorities."
Nailing it down -
"All subsequent governments shall assume all contracts and obligations into which The Provisional Council has entered."
Now these folks are puppets. They owe everything to the US, not Iraqis, except to the extent they have to go home.
They will enter into any agreement the Americans want, including asking American troops to stay. THAT has to happen BEFORE March 31 when the UN mandate to be there expires. OR, Bremer will veto the document until it does. The US will set a time bomb for any future Iraqi government, and, I promise you, the US Army will NEVER leave there. Not in your lifetime, unless driven out, a la the Phillipines.
Will be needed to "secure" the government, protect it from the Iraqi people. And, that army will be caught up in a civil war, probably be confined to garrison so as to limit casualties, maybe just huddle around the governmental offices as in Afghanistan, leaving the countryside to the sects and factions.
GWB & Co. isn't building the largest embassy the US has, in the entire world, in Baghdad just for diplomatic relations with a Third World country, do you think?
