I'll go back to intelligence and specialized groups to handle terrorism as Mary Anne suggests.

At the risk of belaboring a point I have tried to make for months, there is no feasible alternative to military action when battling terrorists in hostile territory.

How exactly would a "specialized group" "handle" terrorism?
