NASA didn't hype X-33 or ISS? How about the '99 Mars Polar Lander or Climate Orbiter? All wasted considerably more than Pillinger supposedly did. Why don't they mention such facts? Maybe because Pillinger was more into doing things economically than NASA dares to. NASA has a larger budget than all the rest of the world's space agencies COMBINED, after all. Hmmmm....

If Europe's not happy then why doesn't Europe simply offer competitive prizes for future Mars endeavors?
