Here's an article on a pebble-bed modular reactor system. It is one of several concepts that is passively safe.

Costs would depend more on politics than on technology. What liability coverage would be required? What would it cost to get approved? Would the approval process take decades?

And as always, will the environmentalists kill the concept?
