Morocco is evolving in the good way, even if there are Al Qaeda terrorists coming from there, now in Europe.
But there still are issues such as free press or children taken away by their Moroccan father from their European mother. Treaties are being signed, though.

Turkey (ok, not arab but muslim) has not been colonized.

Both countries are close to Europe and its democracies.

AND both countries are evolving on their own.

Iraq is now being occupied, has been colonized before, lies quite a distance away from democracies that could help it and has never known democracy.
It makes quite a difference.
