President Bush sincerely believed that there were WMDs in Iraq. The principal reason was probably the way that Saddam played hot-and-cold with the weapons inspectors. This led the Administration to believe that Saddam had something to hide. If Saddam had not kicked out the weapons inspectors, if he had not denied them access to "Presidential Sites", if he had played it straight, the war would not have happened.
