It doesn't fit with what I THINK, don't know, but think the motivation for the others was. Can't think of why that one would be done.
As for the others, I believe I can understand them. Not excuse, not condone, any more than understanding a suicide bomber targeting a civilian group.
My suspicion is that those troops were acting under orders to demoralize that particular prison population, the victims and the people in surrounding areas, on a wholesale basis.
To demonstrate that their entire welfare, lives even, depended on cooperating with the holding power. That Allah had left them at the door ("Abandon hope all who enter here") and they had no control over their fate, except to cooperate.
And the troops were ordered to do those things. By their superiors, probably Military Intelligence, probably not their direct superiors in the custody system.
I doubt if those people would want the problems associated with this, or want to use their folks this way when they were understaffed.
However, I wouldn't be surprised if MI, the CIA, or the civilian contractors aren't protected, hidden even, by being out of the paper chain of command.
Harassing the little old lady doesn't fit with any motivation I can come up with.
