Nope

That report was issued almost exactly 7 years ago. Let's look at those highlighted points one by one:

• we need to increase defense spending significantly if we are to carry out our global
responsibilities today and modernize our armed forces for the future;

We reduced the size of our active duty military during the 1990s by roughly 40%. We're now stretched pretty thin. I don't see a problem with this recommendation. Of course, if other countries picked up a bigger share of their own defense needs, America wouldn't have to spend so much. That's up to them.

• we need to strengthen our ties to democratic allies and to challenge regimes hostile to our interests and values;

What's wrong with having stronger ties with our allies and standing up to those who are hostile to us? This doesn't make me nervous. Does it make you nervous? If so, why?

• we need to promote the cause of political and economic freedom abroad;

What's wrong with promoting freedom? Does that make you nervous?

• we need to accept responsibility for America's unique role in preserving and extending an international order friendly to our security, our prosperity, and our principles.

Oh, the horror, America wanting to preserve our security, prosperity, and principles! /sarcasm

I suppose would make some people nervous, especially if they are hostile to American security, prosperity, and principles. Sorry about that.
