re: East Germany
The Berlin Wall was built by the East Germans to keep their people in, not invaders out. However, it didn't stop those elements, such as spies, that the government wanted to let out. There is evidence that certain elements such as Bader Meinhof who had a tendency towards violence against NATO facilities had no trouble crossing the East German border in either direction.
