re: 1946

A lot of WWII has been smoothed over by 60 years of history and hindsight. It was a lot more touch-and-go back then than it appears, including the occupations of Japan and Germany. Many people were convinced that the Japanese culture was utterly incompatible with Western-style democracy.

There are no guarantees for Iraq. But as I have written elsewhere, at least the people there and in Afghanistan have a chance at a reasonably free nation, where before they had zero.
