I just found it online here. It's a 49 page PDF file of scanned pages, so cut and paste doesn't work here. I've only had time to skim the first 20 pages. All I saw were definitions of the treaty terms and citations of legal precedents. They go on to give their opinion based on their interpretation of the law. Good God Almight! We can't have lawyers doing that! We gotta clean house!
Once again, this whole issue is much ado about nothing. Someone asked a bunch of lawyers what the law and treaties said. They answered. Big freaking deal. There are those who strongly disagree with the legal reasoning of the memo and they may have good points. Ultimately, this appears to be as inconsequential as the so-called smoking gun presidential briefing memo that came out during the 9-11 hearings.
