Russian intelligence informs the CIA that Al Qaeda has acquired an ex-Soviet portable nuclear demolition unit. British intelligence has a trusted spy inside Al Qaeda's inner command circle who informs the CIA that two Al Qaeda terrorists are coming to New York with the nuclear weapon. The British provide the names, finger prints and photographs of the two terrorists. A few days later, one of the terrorists is captured trying to enter New York with a forged passport. Samples from his skin show the presence of U-235 in isotope concentrations identical to a Soviet nuclear weapon. Where's the other terrorist and the nuclear weapon? The captured terrorist is politely asked this question but refuses to answer. What do you do now?
