She is not a public figure, and he is not entitled to make her one because he doesn't like what she's teaching.
He's entitled to go to her boss, and her boss's boss (the school board), and seek satisfaction. But noooo.... we don't want to do the hard work of using the system when we can airbrush ourselves into the starring role in "The Martyrdom of St. Sebastian".
He wants to play politics, fine. Let him learn the rules, and use them.
