Bush and Co. want long term US Military dominance in space and we need nuke powered spaceships to do it. NASA working on JIMO opens up space to nukes from civilians, thus clearing the way for the military to do the same shortly thereafter. I think Bush and his dad are also both fascinated by the Jovian system and thus this fits nicely into the equation.
