What makes you so sure it was terrorists?

Most victims of terrorism in Iraq were abducted or killed randomly. Assassination doesn't seem to be part of their MO.

Maybe this is a first, but don't you think there are probably other players in the OFF scandal that don't want the investigation to proceed?
