Zubrin founded the Mars Society not the Titan Society. He obviously thinks Mars is suitable for colonization in "many" MORE ways. Simplistic minds often fail to grasp that a few positive traits do not add up to a conclusive argument for a certain option when the downsides and/or positive arguments for another option outweigh them (aka lunar colonization).

My off the cuff ranking would be:

1) Mars
2) Moon
3) Asteroids
4) Titan
5) Galilean Ice Moons
6) Kuiper Belt Objects
7) Venus only with very advanced technology

2&3 are very close and 1 through 3 are way better than the rest.
