Removing Saddam from power was official US government policy

It was Public Law 105-338, passed by Congress and signed by Clinton in 1998.

"It should be the policy of the United States to support efforts to remove the regime headed by Saddam Hussein from power in Iraq and to promote the emergence of a democratic government to replace that regime," according to the Iraq Liberation Act (Public Law 105-338).

The Congress urged the President "to call upon the United Nations to establish an international criminal tribunal for the purpose of indicting, prosecuting, and imprisoning Saddam Hussein and other Iraqi officials who are responsible for crimes against humanity, genocide, and other criminal violations of international law."

Representative Benjamin Gilman (Republican of New York) introduced H.R. 4655 September 29, 1998. President Bill Clinton signed the bill into law October 31, 1998.

Gilman's bill passed in the House of Representatives on a 360-38 vote October 5, and the Senate approved H.R. 4655 by unanimous consent on October 7.

Clinton signed the bill into law October 31.

This is the same Clinton that didn't do a thing after the attack on the USS Cole and precious little after the earlier attacks. The fact that the Bush Administration was actually trying to comply with the law (what a refreshing change from his predecessor!) in studying contingency plans is hardly surprising, as is the fact that Clinton gave nothing except lip service to the law that he signed.

There is a fundamental difference between those earlier terrorist attacks and 9/11 that even a partisan Bush-hater like you should be able to see: the attacks were not only much more massive in scale, they took place on American soil. It was done by a group that had declared war on the US in 1996 and again in 1998 (who was president then?). Here are bin Laden's own words from 1998:

On that basis, and in compliance with Allah's order, we issue the following fatwa to all Muslims:

The ruling to kill the Americans and their allies -- civilians and military -- is an individual duty for every Muslim who can do it in any country in which it is possible to do it, in order to liberate the al-Aqsa Mosque and the holy mosque [Mecca] from their grip, and in order for their armies to move out of all the lands of Islam, defeated and unable to threaten any Muslim. This is in accordance with the words of Almighty Allah, "and fight the pagans all together as they fight you all together," and "fight them until there is no more tumult or oppression, and there prevail justice and faith in Allah."

This is in addition to the words of Almighty Allah: "And why should ye not fight in the cause of Allah and of those who, being weak, are ill-treated (and oppressed)? -- women and children, whose cry is: 'Our Lord, rescue us from this town, whose people are oppressors; and raise for us from thee one who will help!'"

We -- with Allah's help -- call on every Muslim who believes in Allah and wishes to be rewarded to comply with Allah's order to kill the Americans and plunder their money wherever and whenever they find it. We also call on Muslim ulema, leaders, youths, and soldiers to launch the raid on Satan's U.S. troops and the devil's supporters allying with them, and to displace those who are behind them so that they may learn a lesson.

There was also the deeply seated fear that subsequent attacks would be even more devastating, so we weren't going to curl up and whimper like Europeans, we were going to hunt down those who support terrorism and take them out. Before that, the biggest terrorist attack by outside interests* was the 1993 WTC bombing that killed less than 10 people. Those people were quickly arrested and prosecuted. By and large, this was the Clinton mindset - that terrorism was a law enforcement issue. That's hardly surprising given Clinton's cabinet of lawyers who look like America, but it was an ineffective policy that Kerry seems likely to return to. That's hardly an approach that the likes of bin Laden respect, as shown in a 2002 interview:

Q: Al Qaeda is facing now a country that leads the world militarily, politically, technologically. Surely, the al Qaeda organization does not have the economic means that the United States has. How can al Qaeda defeat America militarily?

BIN LADEN: This battle is not between al Qaeda and the U.S. This is a battle of Muslims against the global crusaders. In the past when al Qaeda fought with the mujahedeen, we were told, "Wow, can you defeat the Soviet Union?" The Soviet Union scared the whole world then. NATO used to tremble of fear of the Soviet Union. Where is that power now? We barely remember it. It broke down into many small states and Russia remained.

God, who provided us with his support and kept us steadfast until the Soviet Union was defeated, is able to provide us once more with his support to defeat America on the same land and with the same people. We believe that the defeat of America is possible, with the help of God, and is even easier for us, God permitting, than the defeat of the Soviet Union was before.

Q: How can you explain that?

BIN LADEN: We experienced the Americans through our brothers who went into combat against them in Somalia, for example. We found they had no power worthy of mention. There was a huge aura over America -- the United States -- that terrified people even before they entered combat. Our brothers who were here in Afghanistan tested them, and together with some of the mujahedeen in Somalia, God granted them victory. America exited dragging its tails in failure, defeat, and ruin, caring for nothing.

America left faster than anyone expected. It forgot all that tremendous media fanfare about the new world order, that it is the master of that order, and that it does whatever it wants. It forgot all of these propositions, gathered up its army, and withdrew in defeat, thanks be to God. We experienced combat against the Russians for 10 years, from 1979 to 1989, thanks be to God. Then we continued against the communists in Afghanistan. Today, we're at the end of our second week. There is no comparison between the two battles, between this group and that. We pray to God to give us his support and to make America ever more reluctant. God is capable of that.

*This isn't to discount the Oklahoma City bombing, which was done by domestic terrorists.
