The ties to al Qaeda and terror are discussed primarily in conclusions 90 to 98. While they conclude that Iraq was not implicated in any attacks in cooperation with al Qaeda, that's about the only firm conclusion they have.
If you go back to the main report, the conclusions are expanded in pages 304 to 349. To say that the progress of this investigation was complicated would be quite an understatement, and I readily confess I don't follow it all, but it's obvious that al Qaeda or no al Qaeda, Saddam was a significant terror threat, particularly with his own terror squads (which somehow never seem to enter the picture when this is discussed) and various other terror groups.
I would give a lot to see what's under all that black tape.
I'm seeing the same pattern as when we chewed over the David Kay report. You don't seem to be able to read or see anything in there that doesn't fit your preconceptions.
