Trying to murder someone is a crime.
Trying to shoot down a US aircraft [or any other country aircraft which is legally enforcing the No Fly Zone] is a violation of the cease fire agreement.
Trying to acquire material which is prohibted by the cease fire agreement is a violation of the cease fire agreement. The condition of continously and deliberately violating the cease fire agreement is an attempt at nullifying this agreement.
Attempting to nullify a cease fire agreement with the world's sole superpower is a good way to end up in a spiderhole.
