Maybe a military force can't create freedom, but it can sure as hell remove obstacles to it. It's been done.

Chechen rebels were originally trained in Afghanistan, some under bin Laden.

However, right now I suspect there are as many Muslim terrorists training in eastern Africa as in the Middle East.
