Obviously Card was being clever tying Bush back to Lincoln with that statement. While the statement in and of itself (as you presented it) is quite disturbing, when read in the whole it fits with Card's wit perfectly. I don't think Card is really expecting a hollywood lib to attempt to assassinate the President.
