Other than the failed attempt against Bush Sr, I'm not aware of anything like Ghadafi and the Lockerbie tragedy or the UTA explosion.
I'm not aware of Libya being invaded and occupied. Bombing once isn't the same at all as occupying.
Saddam wasn't a threat to the world; he was a threat in his own country, but that's not at all the same.
